Just looking for some advice... Would everyone agree with me when I say that:

Film noir such as the futuristic style combined with elements of darkness through the movie that symbolise ambiguity about current and future economic situations and state of humanity has made it a valued text over time.

Essentially yes.
Blade Runner exaggerates the contextual fears of the 80s by portraying them in this dystopic society, most especially, as you have already mentioned, about reaganism/asian tiger economies/technology/environmental concerns.

Yeah, but you have to extend this interpretation of Blade Runner in light of the concepts explored in Frankenstein, as this is verging on the Brave New World comparison.
