i think im dumb but wdym design a research method for a scenario is this like saying which one is more effective like questionnaire vs interviews?

Like if someone was to conduct a research on a topic like our irp, what are the steps they have to undertake. Basically restate the application of research processes from the syllabus and link it to the question if possible
