I wanna do engineering preferrably civil at either syndey uni, UTS or UNSW when should i apply for a scholarship also can some people doing the course give me a run down of the course

i want to do something similar, but am already into filling out the application form when i hit a wall. i'm applying for uts and couldn't ask this in their forums for fear of it being inappropriate. the uts engineering scholarship requires that i put uts as my first preference, but i was planning on putting unsw. would i be ineligible if i put uts first in the scholarship application and unsw in my uac application?
