496 is nowhere near high enough to get the top prize...
The UAI scaling documents in the last few years tell of aggregates higher than that.

I admit that there probably have been aggregates higher than 485. Happy now?
However, I must tell you that there is no fixed minimum aggregate for scoring a UAI of 100.00. People have scored 100.00 every year even with lower aggregates than those in previous years. Remember a UAI is a rank, not a mark. I think it was the top 0.025% of the School Certificate state candidature from the aggregate scores that equate to a UAI of 100.00 every year.
