Is it true that standard English is 'capped' and you get only get a 99.35 maximum ATAR if it's part of your choices?

Fact is, less than 1% of the state get a band 6 for english, hence it is quite hard to get a band 6 compared to advanced (even ask your english teacher at school or your careers advisor)

As for the 'capping' I suspect that is wrong

Nothing is capped where the idea of maximum means that during a particular year that was the highest ATAR earned by a student who did English Standard that counted towards their ATAR.

Yeah this is true, the highest ATAR with standard in their subject selection was 99.35

It's "capped" in the sense that your highest aggregate can be ~497 instead of 500.

An ATAR of 99.95 is equivalent to an aggregate of around ~476.

So no, Standard English isn't going to change your ATAR at all.
