There are probably many factors.. and also tipping points.

These have taken place in societies that, yes do have different ethnic societies, but are fueled by a prevailing current of nationalist sentiment, that murdering them is okay because they are inferior and deserve it and is based around propaganda generated by the state, not from an inherit desire for monoculturalism. How many Germans today are out and about putting Jews in gas chambers? None, because Nazis did that.

Nationalism is usually done as a reaction to some perceived threat. Was early anti-Semitism in Germany caused solely by the state or whipped up by many folk in the form of rumours and independent press along religious/racial and economic lines?

I care so little about arguing this thoroughly that I'm going to just say that on what I've seen, obscene nationalism (in whatever form it is) has caused a fuckload of disgusting atrocities that I just can't contribute to simple ethnic conflict.
