Use the dropper to pick up the background colour and drag a rectangle over the banner.

EDIT: And you don't need photoshop to do that kinda stuff, you can use paint :/

ewww paint...paint is evil!

Basically go into PS then choose your square maquree tool... then go to image>adjustments>colour balance and do it like that.

Alternitavely you can get (whilst still selected with marquaree) get the paint bucket and create a new layer, then change the color on the new layer then merge the layers.

If the image is in layer then it will be easier to just select that layer and change the colour vis bucket or by colour balance, otherwise alternitavely you may need to use the wand to deslect things... this can be a bit tricky so you may need to selct>copy>new layer> pate. Or you can recreate it yourself ontop of the solid colour layer/s.

Hope that helps

PAINT IS THE DEVIL!

Nein!
Use the eyedropper to select the colour, select the banner with square marquee tool.
Go to Edit\Fill..
Fill with Foreground Colour, Normal fill, Opacity 100%

not nein! your way is another way of dong it... there are several ways. But yes you can do it this way to. its pretty much what I said... but why would you use the eyedropper to select a colour? there is no green there in the pick that he wants... hence you change the colour and use the bucket to fill it... but your way is good to.

to expand selection.
Select\Modify\Expand..
Then you enter the amount of pixels it should expand by in all directions.

Or you could CLICK > DRAG > RIGHT CLICK > FREE TRANSFORM and do the typical drag expand thing like most common applications.
