Is it ok to put tutes before lectures? E.g. tutes on Monday morning and lectures after.

yes, it's okay. but it's ideal to pet them at the end of the week because you have tests/assignments due during the tutorials

Yeah it's fine. Tutes for all subjects i've had so far start week 2 and cover the previous weeks material.

Lectures you just listen to a lecturer explain stuff and they write notes on a projector screen, and/or they have power point slides.

Tutorials are more like classes in school, smaller amount of people and in a class room where you go through questions and stuff. Usually class tests (rarely finals, and only informal mid semesters) are done in tutorials and you also hand in assignments to your tutor.
