Outcry over plan for salt water plant at Kurnell

Science and Nature: Carr has little choice except desalination
Given that wider/proper water reform is not in the offing and that the recent planning reforms mean that the government can pretty much force through any development that it so chooses (I'm assuming that the desalination plant will be state significant Edit: Critical Infrastructure), what are your thoughts on the plant's probable location, currently to be Kurnell?
