Yes... but the "fifteenth mark" is the fifteenth moderated assessment mark, which may be different to the fifteenth exam mark.

If the top two people are on the same rank, each of them will receive the average of the top two examination marks as their moderated assessment marks. The student ranked third will receive the third moderated assessment mark, as normal (which may be different to the third exam mark).

There are a number of other threads (including a sticky) explaining how assessment marks are moderated.

Briefly:
1) The top assessment mark is set to be equal to the top examination mark.
2) The other assessment marks are adjusted so that the mean of the assessment marks is the same as the mean of the exam marks.

This means that the assessment mark corresponding to a particular rank may not necessarily end up the same as the exam mark corresponding to the same rank.
