Yes you usually have to follow your teacher as most schools only write/include the option questions for what they have taught (unless you have spoken with your head teacher and have discussed self-studying another option).

I'm pretty sure this doesn't occur...From my understanding, the teacher selects the option topic and then advises the board that 'X' High School is doing said topic. Therefore students gotta do what the teacher selects to teach.

If that's the case, then it probably for statistics - each year, they find the number of students that do each topic. This would help them moderate the difficulty of a section to allow a better spreading of the cohort within each cohort, then they would scale each topic accordingly.teachers do have to submit which option topic they are studying to the board of studies, but studentscan do whichever option topic they want. I'm not even sure of the purpose of submitting option topics to the board.
