Got a letter yesterday from macquarie saying that if I put my course as first preference I will get an offer November 8th. Does this mean it is unconditional and my atar does not matter anymore?

yes it did, you have to put it as your first preference and then on the 8th they send a offer, technically it does mean your atar doesnt matter but dont give up on it try your hardest now.
