    if you repeat with the same subjects, the syllabus may be changed and there can be timetable problems if two subjects occur at the same time... assuming your school changes its timetable every year. you can't choose different subjects unless you've done them in the preliminary...     I always thought it was just punctuation in general, but on wiki it is listed as a narrative device. But before you use it read this. It talks about when ellipses are used to 'omit a portion of events'. But I don't think it's a technique when someone just trails off in conversation or something...
