The strongest oxidants (oxidising agents, that is they oxidise other stuff, being reduced themselves) are at the bottom of the table. For example potassium permanganate is a very strong oxidant
How would you answer a comparison question?
Would you detail all aspects of one cell, then the other with an evaluation at the end.
Or would you go through each aspect (chemistry, cost, impact, hippy crap) and compare the cells as you go?

I agree with you to a certain extent. If you are trying to learn something you have never seen before, you've got no chance, but if you are just learning some aspects of a syllabus point you'll be able to know it.
