hmm really...Nope, that wouldn't be true though. There are Viet Chinese, Malay Chinese, Singapore Chinese, etc in our Non-Background class. The only criteria for background is that you would have to be: 1. born in Mainland, HK or Taiwan, 2. Don't speak any Chinese dialect at home. That's all I can think of.
